Hiring in Delhi NCR means hiring under three different state rulebooks, not one. Employers who treat the region as a single city register in the wrong place. They miss local filings and find the gap during their first inspection. Split the plan by Gurugram, Noida and Delhi, and match each person to the state where they actually sit. Then let an Employer of Record carry the registrations while you build the team.
We’ve handled India payroll and compliance for global employers for more than 18 years. The NCR’s state boundaries trip up first time employers regularly. The causes are almost always the same.
Gurugram, Noida and Delhi proper draw different talent, so pick the city before you write the job ad.
Gurugram is the multinational corridor. Dun & Bradstreet India published a 2025 NCR report on global capability centres. It says Gurugram holds more than half of the region’s centres, with Noida at 36%. It also counts 465 centres and over 270,000 professionals across the NCR. Treat those totals as estimates. The report’s own national share figure doesn’t reconcile cleanly with other numbers in it.
Noida is where delivery work concentrates. KiTalent, an executive search firm, describes a market that has split in two. Technical depth sits in Noida and Gurugram, while central Delhi hosts mostly client facing offices. That is one firm’s view, and its office space figures are its own. Still, it matches what we see when roles are posted.
In our experience, candidates rarely commute between Noida and Gurugram. A role advertised for “Delhi NCR” therefore turns into two separate searches, and you should plan for both.
The competition is real, too. YourStory reports that Nasscom and Zinnov count 2,117 global capability centres in India, employing 2.36 million professionals in FY26. You’re bidding against established employers. A clear offer and a fast, compliant onboarding process matter more than the city name on the letterhead. For a comparison point, our guides to the Pune tech talent market and hiring in Chennai show how other hubs differ.
A small NCR team can become a centre of its own, so decide early which state it will eventually sit in.
The same D&B report counts 21 special economic zones in the Haryana part of the NCR and 17 in the Uttar Pradesh part. It also notes that the UP GCC Policy 2024 offers a 10% land cost subsidy in Gautam Buddha Nagar and Ghaziabad. Those incentives apply to centres you set up yourself, not to people you employ through an EOR. But they’re worth a look if headcount is heading past a few dozen.
Many teams start on an EOR and move into their own entity later. Our guide to EOR to GCC transition frameworks shows how to keep payroll records clean through that move. Startups and capability centres can also read our guide to the best EOR companies for startups and GCCs in India.
Your registration duty follows the employee’s work location, so one NCR team can trigger three separate regimes.
Delhi, Haryana and Uttar Pradesh each run their own shops and establishments law. Gurugram sits in Haryana. Noida sits in Uttar Pradesh. Central Delhi sits in the Union Territory. The table below sets the three side by side.
| Hub | State law for shops and establishments | Registration portal named by India Briefing | Professional tax | Talent profile |
|---|---|---|---|---|
| Delhi proper | Delhi Shops and Establishment Act | Delhi Labour Department website | None | Mostly client facing and front office roles |
| Gurugram | Haryana Shops and Establishment Act | hrylabour.gov.in | None | Multinational and GCC corridor |
| Noida | U.P. Dookan aur Vanijya Adhishthan Adhiniyam, 1962 | uplabouracts.in | None | Delivery and IT services hub |
Timing matters most in Uttar Pradesh. S.S. Rana & Co. notes that owners must apply within three months of starting business. Meanwhile, India Briefing points out that a Gurugram branch of a Delhi exempt business, such as a restaurant, still falls under the Haryana Act.
Consider a US analytics company that hires four data engineers. Two live in Noida and two in Gurugram. It files everything under a single “Delhi” label. The two pairs sit under different state laws, so the filing is wrong for at least half the team. This case is illustrative, but the pattern is a common one.
None of the three NCR states levies professional tax, so you skip a deduction that Bengaluru, Mumbai and Chennai payrolls carry.
A state wise summary from Kanakku Pillai lists Delhi, Haryana and Uttar Pradesh as not levying it for the 2025 to 2026 financial year. By contrast, it lists Karnataka, Maharashtra and Tamil Nadu among the states that do. State rules change. Confirm the position with your payroll provider before you finalise offers.
But don’t read that as a lighter compliance load. Provident fund, ESI and gratuity still apply, and the four labour codes have been in force since 21 November 2025. Our notes on the new labour codes, ESI contributions and gratuity for fixed term staff cover each one.
An Employer of Record becomes the legal employer, so it holds the state registrations and runs payroll while you direct the work.
That matters here because you’d otherwise register in up to three jurisdictions before the first salary is paid. Ask any provider you’re considering to show its registrations state by state. A generic entity certificate isn’t enough. Our EOR services in Delhi NCR page explains how we handle that. Pricing starts from $49 per employee per month.
Ask about relocation, too. An employee who moves from a Noida office to a Gurugram one changes state overnight. The registration, and any state specific filings, should follow that person without a gap. Providers who can’t answer this clearly haven’t run many NCR teams.
If you already own an Indian entity, the picture changes. You register yourself. A PEO arrangement can then layer payroll and HR support on top. A PEO needs your own registered Indian entity, so it isn’t an option for a company starting from zero.
Five steps, in this order, keep the region from becoming a compliance puzzle.
The sort in step two is the one most teams skip, and it’s the cheapest to fix on day one.
Before you post a single role, write down each planned hire’s work location. Tag it Delhi, Haryana or Uttar Pradesh. That page tells you which registrations you need and how many talent searches to run.
